One headline says, "Eiland: Gov't not ready for pullout."
Another headline says, "Sharon: There is a solution for each and every evacuee."
We have two clearly conflicting assessments of the situation. Let's use Talmudic principles to solve this one. Since Sharon has the supposition of being a liar (in Hebrew: Hu Bechezkat Shakran), I give the benefit of the doubt to Eiland.

Sharon is correct in this case. The solution for each and every evacuee is not to be evacuated.
I have a cousin who lives in Gaza; the whole thrust of the governemnt is apparently to tell the world there is a plan, but to refuse to talk to the people who are going to be uprooted from their homes and buisnesses. That aspect I think has been underplayed; they are not only losing homes, but businesses they have built up over the course of decades.
